Meeting Summary
Altoona City Council heard extensive public comment concerning proposed fees for public events and police services, a proposed urban camping ordinance, and regulations affecting recovery and halfway houses. Council tabled the proposed public-event fee changes, approved contracts for the 8th Street sidewalk and ADA ramp project, and approved several other resolutions; two repository property bids were rejected.
Council also introduced ordinances addressing urban camping, police physical-agility testing, recovery and rooming-house licensing, public-gathering requirements, and the transfer of City-owned property on East Chestnut Avenue to the Redevelopment Authority. Council members closed the meeting with a lengthy discussion of homelessness, housing conditions, recovery facilities, downtown events and the City’s efforts to coordinate with social-service agencies.
